健康与幸福行动管理规定

崇邦集团的健康与幸福行动管理规定是《崇邦可持续发展政策框架》的组成部分。

1. 目的

《健康与幸福行动管理规定》(以下简称“本规定”)旨在推动崇邦集团可持续发展战略的一个关键目标:以“健和美”(健康、和谐、美丽)为行动纲领,提升员工及利益相关方的健康与幸福感。

2. 范围

根据可持续发展之任务要求,本规定适用于崇邦集团内部员工以及与外部利益相关方(如服务区域内的租户、客户和社区)的健康与幸福行动计划的管理。

3. 治理

健康和幸福政策的治理与崇邦集团可持续发展框架的治理相结合。

3.1      可持续发展管理委员会

可持续发展管理委员会(以下简称“管委会”)全面负责组织和推动崇邦集团的可持续发展框架,包括健康与幸福行动计划。管委会成员包括集团总裁及各部门负责人。

3.2      可持续发展执行委员会

可持续发展执行委员会(以下简称“执委会”)全面负责实施崇邦集团可持续发展框架,包括健康与幸福行动计划。执委会成员包括由集团总裁指定的负责人、各项目总经理及一个协调详细实施的工作组。

3.3 职责

管委会负责制订集团健康与幸福的理念、纲领并审批健康与幸福年度行动计划(以下简称”行动计划”),调拨或审批费用预算。

执委会负责根据集团的理念和纲领拟订年度行动计划及预算,呈报管委会审批;负责行动计划的实施,并及时总结、汇报给管委会以及有关认证机构,完成年度认证工作。

3.4      分工

经集团总裁授权,执委会负责人由人力资源部负责人负责年度集团健康及幸福行动计划的策划,担任内部员工行动计划的实施及其书面总结等工作;由物业及营运管理部负责人负责外部利益相关方健康及幸福行动计划的策划,担任对外部利益相关方行动计划的实施及其书面总结等工作。

各项目总经理负责以项目为单位的内部员工及外部利益相关方的健康与幸福行动计划的策划与实施,并任命一个项目代表参加执行工作组。

各部门负责人负责组织、配合执委会组织策划的各项员工及外部利益相关方健康与幸福行动计划。

4. 理念、政策纲领与年度计划

4.1      理念与政策纲领

健康与幸福行动管理规定是崇邦集团可持续发展战略的一个关键部分,以“健和美”(健康、和谐、美丽)为核心理念与政策纲领。

4.2      年度计划与预算

执委会依据集团战略行动纲领,遵从国家相关法规的规定,参照国际先进实践,结合行业、市场与集团发展的实际情况,不断听取员工和外部利益相关方的反馈和需求,总结实践的经验与教训,按年度制订行动计划与预算;

由执委会于每年的3月提交总结报告,呈交管委会审批;内容应包括但不限于:

-     明年年度计划及预算

-     上一年度实施情况总结及费用汇总

-     实施中发现的问题、纠正或改进措施等

如因认证需要提交阶段性报告,由执委会负责汇总、提交及有关工作。

5. 行动计划实施管理

5.1      计划修订

执委会应每半年对计划的实施情况、反馈进行观察与分析,及时提出调整、修订或增减的建议,确保年度计划顺利有效实施。

5.2      实施记录与反馈收集

健康与幸福行动计划的实施应由各项活动或政策的组织实施方负责留下记录。

-     定期检查记录适用于各类健康与幸福的标准实施情况。

-     实施过程或结果的文字、图片或影像的记录适用于各类活动计划的实施记录。

-     对各类标准、政策、活动的实施效果评估可以结合上述各类记录所呈现的数据、结果,也可以采取抽样访谈、定向访问、问卷调研等方式收集参与者的反馈意见与建议。

Chongbang Group Health and Well-being Policy

Chongbang’s Health and Well-being Policy is an integral part of “Chongbang’s Sustainability Policy Framework”.

1. Purpose

The purpose of Chongbang’s Health and Well-being Policy (hereinafter referred to as “Policy”) is to promote a key goal of Chongbang’s sustainability strategy: improving health and well-being of employees and stakeholders through the “Health, Harmony and Beauty” program.

2. Scope

In accordance with Chongbang’s sustainability mandate, this Policy applies to the implementation of the Health and Well-Being Action Plan for Chongbang’s internal employees and external stakeholders, including tenants, customers and communities within its service area.

3. Governance

The governance of the Health and Well-being Policy is integrated with the governance of “Chongbang’s Sustainability Policy Framework”.

3.1 Sustainability Executive Committee

The Sustainability Executive Committee (hereinafter referred to as “Executive Committee”) has overall responsibility for organizing and promoting “Chongbang’s Sustainability Policy Framework”, including the Health and Well-Being Action Plan. Members of the Executive Committee include the Group CEO and heads of departments.

3.2 Sustainability Implementation Committee

The Sustainability Implementation Committee (hereinafter referred to as “Implementation Committee”) has overall responsibility for implementing “Chongbang’s Sustainability Policy Framework”, including the Health and Well-being Action Plan. Members of the Implementation Committee include persons-in-charge designated by the Group CEO, General Managers of all projects, and the Implementation Task Force to coordinate detailed implementation.

3.3 Responsibility

The Executive Committee is responsible for formulating the Health and Well-being concept and mandate, and approving the Annual Health and Well-being Action Plan (hereinafter referred to as “Action Plan”) and Budget.

The Implementation Committee is responsible for formulating the Annual Action Plan and Budget based on the Group’s concept and mandate, and submitting the same to the Executive Committee for approval. It shall implement the Action Plan, prepare timely summary reports to the Executive Committee, and complete the requisite submissions to relevant certification institutions for annual certification.

3.4 Assignment

As designated by the Group CEO, the Director of Human Resources Department shall be the Person-In-Charge of planning and implementing the Action Plan pertaining to internal employees; the Managing Director of Centers Under Operation shall be the Person-In-Charge of implementing the Action Plan pertaining to external stakeholders.

The General Manager of each project shall be responsible for implementing the Action Plan pertaining to internal employees and external stakeholders at the project, and shall appoint a project representative to the Implementation Task Force.

The heads of each department are responsible for organizing and implementing the Action Plan pertaining to internal employees and external stakeholders at the department.

4. Concept, Policy Principle, and Annual Plan

4.1 The Health and Well-Being Policy is a key part of Chongbang Group’s sustainability strategy, and is predicated on the core concept and policy principle of “Health, Harmony and Beauty”.

4.2      Annual Plan and Budget:

In accordance with the Group’s strategic mandate, relevant national laws and regulations, global best practices, state of the industry, market and the Group’s development, needs and feedback from internal employees and external stakeholders, and lessons learned from practical experience, the Implementation Committee shall formulate the Annual Action Plan and Budget;

The Implementation Committee shall submit a summary report in March of each year to the Executive Committee for approval, the content of which shall include but not be limited to:

- Annual Action Plan and Budget for the coming year;

- Summary of implementation and costs in the previous year;

- Problems encountered during implementation, rectification or improvement measures, etc.

If periodic reports are required for certification, the Implementation Committee shall be responsible for their preparation, submission and other related work.

5. Implementation of the Action Plan

5.1 Plan Revision

The Implementation Committee shall monitor and analyze the implementation of the Action Plan and its feedback semi-annually, and promptly propose adjustments, revisions, additions or deletions to ensure smooth and effective implementation of the Action Plan.

5.2 Implementation Record and Feedback

The parties responsible for the implementation of the Action Plan and the organization of associated events shall be responsible for their records.

- Regular inspection records pertaining to the implementation of the Action Plan.

- Text, picture or image records of the implementation process or results of associated events.

- The evaluation of the implementation effect of various standards, policies and events can be combined with data and results obtained from the aforementioned records, as well as from sample feedback, targeted interviews, suggestions and surveys of event participants.
